§ 15-71. Purpose.

This division is an exercise of the city's police power to promote, through regulation of secondary metals recyclers, the recovery of stolen property. This division provides licensing and recordkeeping requirements and enforcement procedures that will enable the police department to identify and recover public and private property composed of certain metals that may have been illegally appropriated.
