§ 18-136. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Consumer shall mean the actual user of water from a city water connection.

    Developer shall mean the owner or the agent of the owner subdividing and installing utilities to serve lots or tracts for resale as homes or retail or industrial sites.

    Evaluated cost shall mean the cost of a water or sewer main or both, as established by unit values for the size of main and appurtenances as established in this article.

    Off-site main shall mean water or sewer mains or both totally outside of a tract of land to be subdivided and developed for resale.

    On-site mains shall mean water or sewer mains or both totally within or adjacent to a tract of land to be subdivided and developed for resale.

    Over-size cost shall mean the difference between the evaluated cost of the main as built and the size of main determined to be the minimum size required to serve the subdivisions, the minimum size being eight-inch water main and eight-inch sewer main.

    Programmed extension shall mean water or sewer extensions or both included in the master plan of the system design for which funds have been specifically provided.

    Property owner shall mean the record title holder of premises served with water from a connection by the city.

    Pro rata shall mean a charge made against the consumer or property owner to pay for the construction or replacement of water and sanitary sewer mains as provided for in this article.

    Standard size sanitary sewer main shall mean a sanitary sewer main eight (8) inches or more in diameter.

    Standard size water main shall mean a water main eight (8) inches or more in diameter.

    Substandard size sanitary sewer main shall mean a sanitary sewer main less than eight (8) inches in diameter.

    Substandard size water main shall mean a water main less than eight (8) inches in diameter.

    Water department shall mean the water department of the city.
