§ 4-3. Animals running at large prohibited and declared a nuisance.

  • (a)

    The running at large of animals except cats, within the city is hereby declared a nuisance and prohibited. It shall be unlawful for the owner of any such animals to permit the animal to run at large within the city.

    (b)

    No dog shall be restrained by a leash, tether or chain when not under direct control by the owner which permits the dog to reach within five (5) feet of a public right-of-way, alley, street or sidewalk unless there is a fence surrounding the area whereby the animal is restrained therein.

    (c)

    No owner or person shall transport or carry on any public roadway any animal in a motor vehicle unless the animal is safely enclosed within the vehicle; and if traveling on an unenclosed vehicle (including, but not limited to convertibles, pickup trucks, flatbed trucks), the animal shall be confined by a vented container or cage, by chain, rope or other device cross-tied to prevent the animal from falling or jumping from the motor vehicle or from strangling on a single leash.
